Goodyear's Engineering Design Standards and Policies Manual and its custom-lot checklist cover most of what an excavation job needs. Here's a summary.

City of Goodyear

  • Grading permits need a Final Drainage Report prepared with the construction plans.
  • An acre or more disturbed: a SWPPP and a copy of the NOI go in with the grading permit.
  • Mass grading needs an approved site plan or preliminary plat, and grading isn't allowed in city right-of-way or FEMA Special Flood Hazard Areas.
  • At-risk grading permits cover earthmoving only, last 60 calendar days and cost 150% of the standard fee. The contractor provides a copy of the Maricopa County dust control permit.
  • Engineering seals: drainage reports are signed and sealed by a registered professional engineer; as-builts by a qualified Arizona-registered professional.
  • Retaining walls go to Building Safety for permit and inspection.

Maricopa County

A dust control permit is required for disturbing 0.10 acre (4,356 square feet) or more, and Rule 310 applies to every dust-generating operation.

State

  • Arizona 811 before any digging. See Arizona 811.
  • Contractor licensing by the Registrar of Contractors: R-2, A-5 or CR-2 for excavating and grading.
